Who We Are

At BHCEF, we are a team of dedicated professionals with deep expertise in behavioral healthcare, addiction treatment, and recovery support. Through decades of combine experience, we’ve seen the ongoing challenges providers face underfunded programs, limited access to resources, and an urgent need for sustainable support. BHCEF was created in 2018 to fill these gaps by awarding grants to providers who exhibit strong outcome success.

What We Do

BHCEF raises capital through individual donations, charitable partnerships, and other giving channels to build an endowment fund that supports our grantmaking. These grants directly benefit treatment centers, behavioral health organizations, and community based recovery programs across the country.

Qualified providers are invited to apply through a structured application process, which includes outcome reporting and long term support planning. Apply on our Grants page.

Meet The Team

Founder Jean Rooryck

Jean earned law and accounting degrees in Belgium before moving to the US in 1987, where he held roles like business initiator, CFO, CEO, and consultant. Through his behavioral health consulting work, Jean identified the lack of efficacy measurement tools for addiction treatment providers. In 2017, he developed measurement tools and follow-up programs now used by healthcare professionals during and after patient treatment. He also observed how changes to the Affordable Healthcare Act have increased financial challenges for providers. The company’s development phase aimed to address these issues while improving outcomes. After completing the project, Jean shifted his focus to enhancing relationships between third-party payors and treatment providers and resigned this summer to allow The Company to pursue new capabilities.

Rick Campa, MD

Dr. Campa got his training in medicine in California and Pennsylvania. Dr. Camps’ early accrued knowledge (circa 2013) in remote healthcare technologies to facilitate consultations and follow up tremendously helped many treatment centers located in Southern California when COVID-19 hit in 2020. Shortly after his residency, Dr. Campa practice focus became medical treatment of addictions and side effects. His practice includes among others detoxification protocols and techniques, medical assisted treatments and patients medical support while in active treatment. Dr. Campa his currently providing services to some of the most renown addiction treatment centers located in Southern California. Recently Dr. Campa participated in the drafting of Seed For Success™ an addiction preventative program designed for families, educators and influencers.

Sheila Shilati, Psy.D.

Dr. Shiela Shilati is a behavioral healthcare executive, consultant, lecturer and business strategist. Currently, Dr. Shilati serves as the chief strategy officer and partner at Malone Collective, a behavioral health program. She has served as an international ambassador and participant on two separate medical and relief expeditions in the Middle East and Africa, working directly with victims of natural disasters and HIV/AIDS. Her expertise in the business of treatment has been featured in various platforms and media outlets, including but not limited to appearances on KTLA, KABC, US News, Entertainment Tonight, and ReWired Radi.

Dr. Nicole Gilbert, PhD

Dr. Gilbert is a highly respected clinical psychologist with over 25 years of experience specializing in trauma, addiction, and dual diagnosis treatment. Her expertise lies in integrating evidence based therapies with a deeply compassionate, individualized approach to care work that has shaped leading trauma and addiction recovery programs throughout Los Angeles and beyond. As Clinical Director of the Trauma and Beyond Psychological Center, Dr. Gilbert has championed multidisciplinary collaborations and long term healing strategies for individuals and families alike. At BHCEF, she brings this depth of knowledge to support our mission of improving behavioral health outcome. Her leadership helps ensure that the organizations we fund are equipped to deliver high quality, trauma informed care that truly transforms lives.

Nadia Perez

Nadia Perez holds a B.A. in Psychology and is a certified Substance Use Counselor with over 10 years of experience in the field. She has worked extensively in both residential and outpatient settings, supporting adult clients through relapse prevention and long-term recovery. Her experience spans both government-sponsored programs and privately managed substance use disorder (SUD) treatment providers. With a background in operations and program implementation, she is committed to helping treatment programs deliver effective, compassionate care. Fluent in Spanish, she brings a culturally responsive approach to her work and is passionate about helping others achieve their goals.
