Our team is composed of experts working in behavioral healthcare, addiction treatment, and recovery support management. We have witnessed firsthand how frequently behavioral healthcare providers lack the resources to optimize their clients' recovery. BHCEF was created in 2018 to fill these gaps by awarding grants to providers who exhibit strong outcome success.
BHCEF raises capital through various channels to finance an endowment fund that is the source of awards granted to behavioral care providers and addiction treatment centers.

Jean studied in Belgium at the Universite de Bruxelles and Chambre Belge des Comptables where he earned his degrees in law and accounting. After moving to the US in 1987, Jean began managing businesses in various capacities: business initiator, inventor, receiver, CFO, CEO, business affairs and business consultant. From his behavioral health care consulting practice, Jean learned how measuring treatment efficacy was important to help patients in their journey. While the need for efficacy measurement was somehow fulfilled with generally accepted tests when it comes to behavioral challenges, treatment addiction clinicians and providers did not have such tools handy. To answer that need, in 2017 Jean conceived and developed a set of efficacy measurement tools combined with follow-up programs that are currently used by healthcare providers to improve behavioral and addictions treatment while patients are in treatment but also after patients have been discharged for a period up to one year.
Dr. Campa got his training in medicine in California and Pennsylvania. Dr. Camps’ s early accrued knowledge (circa 2013) in remote healthcare technologies to facilitate consultations and follow up tremendously helped many treatment centers located in Southern California when COVID-19 hit in 2020. Shortly after his residency, Dr. Campa practice focus became medical treatment of addictions and side effects. His practice includes – among others detoxification protocols and techniques, medical assisted treatments and patients medical support while in active treatment. Dr. Campa his currently providing services to some of the most renown addiction treatment centers located in Southern California. Recently Dr. Campa participated in the drafting of Seed For Success™ an addiction preventative program designed for families, educators and influencers.
Dr. Sheila Shilati is a behavioral healthcare executive, consultant, lecturer and business strategist. Currently, Dr. Shilati serves as the Chief Operating Officer for Seasons Recovery Centers, LLC., and serves on the Board for Seasons Help Foundation. She has served as an international ambassador and participant on two separate medical and relief expeditions in the Middle East and Africa, working directly with victims of natural disasters and HIV/AIDS. Her expertise in the business of treatment has been featured in various platforms and media outlets, including but not limited to appearances on KTLA, KABC, US News, Entertainment Tonight, and ReWired Radi.
